Jeff Blystone is a VOCA Program Manager with the OVC VOCA Center. In this position, he is responsible for providing training and technical assistance to State Administering Agencies and subrecipients on both VOCA Assistance and VOCA Compensation Funding. Training and technical assistance includes in-person training opportunities, webinars, one-on-one peer coaching, and other training avenues.

Prior to joining NCJA, Jeff was the Deputy Director of the Office of Victim Services within the Pennsylvania Commission on Crime and Delinquency. In this position, he was responsible for both the VOCA Assistance and VOCA Compensation programs. Prior to becoming the Deputy Director, Jeff served as the Victims Compensation Program Manager. Jeff retired from Pennsylvania in 2023 after 35 years of service.

Jeff is a graduate of Lebanon Valley College in Pennsylvania with a degree in Business Administration with an emphasis on Management. Jeff has received two letters of recognition as part of the Pennsylvania’s Governor’s Award for Excellence for both his work in compensation and assistance. He is an active volunteer in the local community and was a volunteer firefighter for 25 years.
