Lola Leon Guerrero

Lola E. Leon Guerrero is the Director of the Bureau of Statistics and Plans (BSP) in Guam, a position she has held since April 4, 2022. She began her career at BSP in 1991 as a Planner I in the Socio-Economic Planning Division and worked her way up to Chief Planner, a role she retired from in early March 2022 after more than 31 years of service. Her leadership and planning roles span capital improvement, research studies, land use analyses, infrastructure improvements, federal and environmental requirements, fiscal stabilization, sustainability, government-wide strategic planning, technical assistance, and numerous grant administrations.
BSP serves as the State Administering Agency for the Edward Byrne Justice Assistance Grant Program, the Paul Coverdell Forensic Science Improvement Grant Program, and the Residential Substance Abuse Treatment for State Prisoners Program.
Throughout most of her career, Lola has been directly involved in leading the coordination efforts to address Guam’s priority issues in criminal justice, such as law enforcement, treatment and rehabilitation, planning, evaluation, and technology improvement. This work is crucial for developing strategies and allocating resources to enhance the effectiveness and efficiency of the criminal justice system in Guam.
Furthermore, she is responsible for managing several key programs, including the Planning Information Program, the Socio-Economic Planning Program, and the Guam Coastal Management Program at BSP. Her work has been instrumental in developing plans, policies, studies, and statistics that have advanced Guam’s social, economic, environmental, and criminal justice priorities.
Lola holds a Bachelor of Business Administration degree in Finance and Economics from the University of Guam.
